Description: Drilling and extraction of natural gas from the Marcellus Shale in Pennsylvania is creating opportunities in the Commonwealth, but it also is creating challenges for municipal officials. The drilling taking place in the Marcellus Shale will have an impact on municipalities throughout PA for decades. Careful and innovative planning is needed in all regions to reap the long term benefits for our citizens and communities. Experience in other states suggests that local officials need to be ready to manage the secondary impacts of drilling, which begins with a clear understanding of what is happening (or could happen) in your community, It is vital that governments think and work proactively about these impacts, rather than simply waiting for them to happen.This evening workshop will encourage attendees to recognize what tools they may already have enacted and how those tools can be applied to manage secondary impacts of gas drilling in the Marcellus Shale. The workshop will provide examples of tools to manage the impacts of gas drilling in their region, including community visioning programs, county and multi-community collaboration projects, state and federal agency support, and conflict/dispute resolutions. CDs of comprehensive plans, floodplain management ordinances, and the PA Wilds Design Guide will be distributed in the class.

Instructors will facilitate work groups to develop coordinated actions to take practical steps to deal with the varied impacts of natural gas development. Each instructor brings a wealth of practical experience that will inform attendees about what works and how to organize collaborative efforts between agencies and municipalities and their county planning agency.

Outline: During this workshop, instructors will engage attendees in discussion regarding the following subject areas:
Understanding what’s happening in your community
-Population change/development driven issues
-Coping with increased government expenditures
-Planning and zoning as a tool for effective community change management
-Industrial type change in rural areas
-Subdivision and land development ordinances
-Zoning ordinances and zoning parterships
–Floodplain and stormwater management tools
–Water and sewer systems
-Comprehensive, long-range planning

Cancellation/No-Show Policy A cancellation received less than 10 business days before the session you are registered for, is subject to a $20 processing fee for refunds. Those who cancel within two business days of the session, forfeit the full registration fee and if unpaid, will be invoiced.
